Heather J. Hough

Dr. Heather J. Hough partners with public agencies, education organizations, and philanthropic leaders to strengthen public education and improve government systems. Through her consulting practice, she brings more than two decades of experience in education policy to help leaders align strategy, build capacity, and implement evidence-based solutions.

Heather’s expertise includes state and local policy design, system analysis, and facilitation of collaborative decision-making processes, with a focus on policy coherence, system improvement, and equitable implementation.

Heather is also a devoted parent of two school-aged daughters and an active community volunteer. In all facets of her life, she champions policy changes that foster a more equitable and just society. She holds a BA in Public Policy and a Ph.D. in Education Policy from Stanford University.
